Cox, who had been an assistant to Frank Brangwyn, was a painter, muralist, illustrator and poster designer. He primarily designed posters for the London Underground and the Empire Marketing Board; his images almost exclusively depicted people making this image of ships and the Statue of Liberty an outlier amongst his works.
